Information Technology Specialist
for the Pre-Vetting Secretariat
Project Background:
Dexis Consulting Group, formerly Checchi & Co. Consulting in Moldova, implements the Effective Justice Indefinite Delivery/Indefinite Quantity (IDIQ) project with USAID – Moldova to foster an efficient, accessible, and transparent justice system that uniformly applies the rule of law. Effective Justice has four goals: to deliver improved justice services, strengthen the connection between courts, communities, and system users, improve the judicial and legal environment for business, and strengthen the independence of the judiciary.
The project is implemented through individual Task Orders. Award of the second task order is anticipated in late February/early March 2022, for a performance period of 8 months, to provide technical assistance to “Support the Pre-Vetting Secretariat”. Assistance will consist of the establishment and support of a secretariat responsible for the investigation, analysis, and review of the integrity of candidates for the self-governing bodies of judges and prosecutors – the Superior Council of Magistracy (SCM) and the Superior Council of Prosecutors (SCP), respectively. The Covid-19 pandemic has prevented the election of new officers for the administration bodies of judges and prosecutors, as the General Assemblies of Judges and Prosecutors could not be convened due to pandemic-related restrictions. By default, the mandates of current members were extended, providing a window in which to conduct the vetting process for candidates. Thus, the pre-vetting process is planned to take place in early to mid-2022. Authority for the pre-vetting process is embedded in legislation adopted in the Moldovan Parliament in February 2022. The pre-vetting process will be conducted by an Evaluation Committee and its Secretariat.
The overarching goal of this anticipated second task order is the establishment of the pre-vetting secretariat that is fully operational, understands its roles and processes, and can prepare documents in accordance with the pre-vetting law and within all established timelines. Finalization of the recruitment and selection process is subject to the entry into force of the underlying law and USAID Moldova’s award of the task order.
Candidates should be aware of the following requirements:
1. All job offers will be contingent upon a successful background check from the National Anti-Corruption Center (NAC);
2. All job offers will be contingent on those selected holding no other active employment during the contract period.
3. All job offers will be contingent on the candidate's ability to start no later than two weeks after a formal job offer.
Candidates unable to meet these requirements will be disqualified.
About the Position
Location: Chisinau, Moldova
Responsibilities:
The Information Technology Specialist (IT Specialist) will report to the Head of Secretariat and will support the Secretariat to ensure the smooth, continuous, and efficient use of technology including:
• Serving as the first point of contact for IT support within the organization;
• Installing, configuring, and maintaining software and hardware components of computer and network systems;
• Diagnosing and troubleshooting software and hardware issues;
• Repairing damaged computer and network components;
• Ensuring the security of client and server computers by installing, upgrading, monitoring, and maintaining antivirus and firewall software;
• Supporting team members whenever they encounter challenges with computers and network devices;
• Responding to requests for assistance and support related to the use of Microsoft Office Software;
• Monitoring and maintaining the wireless network systems;
• As directed by the Head of Secretariat, and/or their designee, coordinate providing training about network security and best computer usage practices; and
• As directed by the Head of Secretariat, and/or their designee, coordinate with the IT representatives of national, international and/or private entities to facilitate automated exchange of, or access to, data and documents.
Minimum Requirements:
• Bachelor's Degree in Information Technology or related field;
• 3 or more years of experience in a high-paced, quality-driven environment;
• Proven proficiency in the working of servers, networks, computers, and peripherals;
• Extensive knowledge of system security and procedures for protecting an organization’s data from intrusion or corruption;
• Extensive knowledge about hardware and software configurations;
• Ability to prioritize tasks with minimal supervision;
• Proven excellent troubleshooting, creative, and technical problem-solving skills;
• Proven ability to work in a large team environment;
• Excellent communication and customer support skills; and
• Language: Fluency in written and spoken Romanian, professional level proficiency in English.
Candidates with the following Skills will be given preference:
• Demonstrated experience in working with government bodies or international and/or multinational organizations;
• Proficiency in multiple programming languages.
