Information technology (it) expert on software development (international)

The overall objective of the assignment is to assist the ‘Moldovan Institute for Development” in drafting software development and implementation of Transformative Technologies initiatives within the potential Project with appropriate focus and priority assigned to given responsibilities and tasks. The consultant will provide oversight and project management of the ongoing and planned software development activities under the project.
The Consultant shall have the following qualifications:
Minimum 5 years international experience in computer science, Computer Engineering, Statistics, Applied Math or related field;
Minimum 5 years of international hands-on experience with software development, data processing, database programming and data analytics, along with project management practice in these areas;
Minimum 5 years of project management experience in the capacity of Project Manager, Team Leader or equivalent role in software development projects;
Strong knowledge and understanding of project management on information technology, business and operational processes using Agile/Scrum and/or Kanban methodologies or equivalent;
Strong problem-solving skills with an emphasis on product development;
Experience of project management in the area of analyzing, developing, introducing and implementing Information Technology (IT) systems and relevant software applications;
Experienced in working in or deploying Transformative Technology Initiatives in public and or private organizations;
Work experience or excellent knowledge in Artificial Intelligence (AI) software solutions (preferably in the justice or public sector);
Experience with Business Intelligence (BI) tools such as Microsoft Power BI, Tableau or similar;
Experience with database programming languages such as SQL, PL/SQL, T-SQL;
Experience working with and creating data architectures, data mining and statistical analysis;
Have experience in innovation frameworks, agile methodology and application of emerging technologies;
Experienced in cross-industry initiatives with proven expertise;
Skills in communicate actionable insights using data for a non-technical audience;
Advanced computer (PC) skills, including Microsoft Office and Project Management related software;
Excellent report writing and communication skills;
Language skills: German (fluent), English (fluent). Romanian language is an asset;
Preferred skills:
Work experience within the Justice or Public sectors;
Knowledge in Key Performance Indicators (KPI’s);
Knowledge and skills in developing Data Warehouse, building dashboards by using modern BI tools, predictive and prescriptive data modelling and data analysis and machine learning algorithms;
Knowledge of a variety of machine learning techniques (clustering, decision tree learning, Naive Bayes, SVM, artificial neural networks, etc.) and their real-world advantages/drawbacks;
Experience with programming languages such as Java, C#, Scala, C or C++;
Experience with NoSQL databases, such as MongoDB, Cassandra, HBase.
