Beyond immediate crisis response, it collaborates with National Red Cross Societies to empower communities for proactive emergency preparedness. In Moldova, the SRC Country Coordination Office, opened in 2012, focuses on humanitarian aid, health, society development, and cooperation. It provides comprehensive technical support to the Moldovan Red Cross, strengthening its operational capabilities for effective humanitarian aid and development initiatives, including organizational development and capacity building. The SRC actively monitors and evaluates its funded projects in Moldova, ensuring accountability and transparency.
Purpose of the Job
This position is primarily aimed at offering support to uphold an effective financial management system and robust internal controls. The objective is to safeguard the organization's financial activities, ensuring they align with the SRC's financial management policies, national regulations, and globally recognized accounting standards, such as Generally Accepted Accounting Principles (GAAP) or International Financial Reporting Standards (IFRS). The overarching goal is to maintain the economy, efficiency, integrity, and transparency of the organization's financial operations.
The Finance Assistant is reporting to the SRC Finance and Administration Officer and provides assistance in ensuring that the Country Coordination Office’s budget implementation, accounting, financial monitoring and reporting are carried out in an efficient and transparent manner.
The Finance Assistant supports the SRC Finance and Administration Officer on all aspects of financial planning, budgeting, financial monitoring & controlling, and financial reporting and archiving on a regular basis.
Major Duties and Responsibilities
1. Financial Accounting and Reporting
- To provide assistance in maintaining up to date accounting system, ensuring that all supporting documents of financial transactions are properly documented, correctly coded, and entered into the accounting system as per the organization policies and procedures and according to the organizational approval and authorisation competencies;
- To scan and file all the Finance payment supporting documents (hard and soft copies), ensuring they are complete, signed and filed in the proper location, in both hard and soft form according to
- To support the SRC Finance and Administration Officer with the accurate, complete and timely monthly/quarterly financial reports (for the SRC Country Coordination Office and for the SRC funded projects) to SRC HQ as per the SRC HQ financial reporting guidelines and instructions;
- To provide assistance in reviewing all the SRC project implementing Partner Organisation/s in project fund requirements, monthly financial and accounting reports as per the SRC HQ fund requests and reporting guidelines and instructions;
2. Internal Control System
- To provide assistance to SRC Finance and Administration Officer in conducting financial monitoring of the SRC funded project/s on a regular basis;
- To assist with financial audits and compliance reviews
3. Logistics Management
- To support the SRC Projects to implement SRC’s procurement policies and procedures complying with the country specific procurement rules and regulations;
- To provide assistance in maintaining inventory on a regular basis;
- To ensure that the SRC Country Coordination Office’s fleets are maintained as per the SRC fleet management guidelines;
Qualifications:
- Academic Qualification :
Preferred Bachelor’s/University Degree in Accounting, Financial Management, Business Administration or related field of studies.
- Professional Experience:
Proven at least 1 year of professional experience in the field of accounting and financial management.
Preferable working experience in the non-governmental sector, international Humanitarian & Development organisation within projects funded through international donor agencies and managing grants, audits and financial management.
Knowledge and Skills
- Knowledge of accounting standards and accounting practices prevailing in the country, understanding of the fiscal systems of the project country in particular related to the activities of I/NGOs.
- Excellent IT skills in particular in computer based double-entry accounting system 1C, Microsoft Office Application (i.e. Word, Excel, Outlook, Power Point) etc based on proved evidence.
- Be able to adapt to the situation, and able to work under highly stressful conditions;
- Working time flexibility;
- Respect deadlines;
- Planning, management and coordination skills, with the ability to organise a workload comprised of varying and changing tasks and responsibilities;
- Demonstrated capacity and prior experience in finance and accounting;
- Experience working in multicultural and multi-national team;
- Knowledge of the Red Cross’ fundamental principles and the Red Cross Movements is an added advantage;
- Good communication skills (fluency in both written and spoken communication) in Romanian and English
